Abstract
Existing studies on the high-quality ecotourism development in Mount Lu have insufficiently integrated theoretical frameworks, making it difficult to address the complex challenges specific to Mount Lu. This study integrates the theories of sustainable development, scene theory, and community theory to systematically set goals for ecological protection, heritage preservation, community well-being, economic sustainability, and efficient governance in Mount Lu. It guides the transformation of resources into high-quality scenes and addresses the challenges of collaborative governance among multiple stakeholders. The study reveals the interactive mechanisms of multiple factors from five dimensions: environment, community, policy, management, and tourists. Specifically, environmental carrying capacity and policy coordination act as constraints; community empowerment and benefit sharing form the foundation; policy adaptability and management efectiveness are key factors; and the quality of tourist experiences and responsible tourist behavior serve as supporting conditions. Future research can apply the fsQCA (fuzzy-set qualitative comparative analysis) method to explore paths of multi-factor combinations, deepen localized policy evaluations, innovate community participation mechanisms, and provide support for constructing the “Mount Lu Plan” for coordinated ecological, cultural, and governance development in heritage sites. This will also ofer references for similar heritage destinations.
